Neither, but it is complicated. The "City of London" is a city and the smallest in the UK as it approximately a square mile in the centre of the larger metropolitan area of Greater London. It roughly corresponds to ancient Londoninium and is next to Westminster which has also been granted city status. Confused? Not surprised. London is a complex beast. The larger metropolitan area of London is not officially a city, but in every other way that counts it is essentially a city and it is the larger not-city that is the capitol not the square mile in the centre. The term Metropolis is probably a better term for London. Anyway, it definitely isn't a state and could be considered a city but it is not officially a city even though it does contain two officially recognised cities within it.

I think London itself is a town, adjoining the city of Westminster.
There are no states in the UK, as we are a monarchy- but we are divided into counties.
I think London is a metropolitan borough, and used to be in Middlesex, but I think it is now known as Greater London.
It is an interesting question, and demands a less confusing answer than this.
Maybe a real Londoner would know!

"Greater London", which is generally referred to as "London" is not officially a City. It does however, contain two official Cities: "The city of London" and "The city of Westminster". The whole of "Greater London", which contains 32 boroughs is the Capital of England and the UK.
