European cars have switches that turn on the side lights on one side only. This has to do with laws in some countries that required cars parked at night to burn one front and one rear lamp. To save the battery you could use just the lamps on the road side of the car.

The first pull-out position on my '83 model controls the front fog lamps but a second pull-out turns on an extra-bright rear taillight for use in fog. If your vehicle has no front fog lamps it is possible that the pull-out position only controls the rear light. If that bulb has been removed or not installed the switch will do nothing.

Dead center is off.

One click to the left turns on the right parking lights. Two to the left turns on the left parking lights.

One click to the right turns on all parking lights. At this point you can pull out the switch either one or two clicks. If it's only one click, that's the rear fog light. If it's two clicks, the first click is the front fog lights and the second click is the front and rear fog lights together. Two clicks to the right is the headlights.

The positions on the left are for the standing lights, you light up the side that is closest to the road so traffic knows where the edge of your car is if visibility is poor. one turn to the right from the off position is for parking lights, one more click is for headlights. pull the switch out one click for front fog lights, and 2 clicks for front and rear fog light. Your rear fog light should be built into the drivers side tail light assembly.

You might try a MBz Dealer asking to see a parts book about the headlight switch. If the part numbers are the same for the 190 E on both the 1989 and 1991 cars, you should be in good shape.

Left has 2 scales: left and right park lights.
Right has another 2 scales: small and medium lights
Pulling it out has another 2 scales: 1st scale front fog lights (if any) 2nd scale rear fog lights.
