Ozzy suffers from Parkin's Syndrome, which is a form of parkinson's disease. Even he thought it was the drugs and booze but he was diagnosed a while ago with this disease and it is what makes him slur his speach.

Of course not in his younger years he couldn't afford the drugs and alcohol
And now because of all the side effect from the drugs he took we have a mumbling insane full that can sing and dance and still rock and roll

Yeah... Sadly Ozzy seemed to have picked up the "impediment" because of his rock star lifestyle (sex, drugs, rock and roll). Now his brain is kinda fried, so it gave him an impediment....too bad.

okay, it's not a speech impediment, ozzy was the most hardcore drinker and pill popper in his day,he used to make his own booze/sedative drink mixes thats why he talks the way he does
