my neighbour has been send wool from the US, but she doesn't understand the instructions for what size needles to use... and i don't knit, so couldn't help much... so if you know please let me know. instruction as follows.
there is a box with the needles pictured. at the top it says 13 9mm; on the right of the box 12R; on the bottom 9STS

She should use 9mm needles, which are labeled as "size 13" in the US. With this size, when she knits her gauge swatch, 9 stitches across & 12 rows up should make a 4" square.

I am really a crocheter but I dabble in knitting, but if you need to buy knitting needles of the right size it is really easy, they are almost always labeled by there size and mm. MAKE SURE THE STICKS SAY 9 MM ON THEM.

well this is a common problem, I am the Agony Uncle in the magazine "knitting world" I am sure you are a regular reader.
I suggest your neighbour does not use this wool, American wool is notoriously difficult to knit with, and it is another blow for our already declining wool industry in this country, only last week 12 sheep were made redundant.

the box is for gauge; it means that for a 10cmx10cm (or 4"x4") square you will get 9 stitches and 12 rows.
