It could, if they wanted it enough. However, this has not yet been demonstrated to be of interest to the majority of the residents of the middle-east; not just Arabs.

It would appear that they prefer to blow each other up, as well as any foreigners they can find, innocent children playing football, etc.

Do you mean Arabs in the USA? Unfortunately, sterotyping is very important to our Country right now. Democracy seems to be taking a back seat when we feel there are safety needs to be addressed. Did you happen to hear the story of the 6 Middle Eastern men all standing up at the same time on a flight? What would you think about right away? Honestly?

Culturally approaching the solution the wrong way look at what
Duyda is doing to Iraq. Democracy works when the inertia is internal reform. When the United States force it down a small country it usually fails, examples all over the world.

I agree with Ian D, not only will democracy not work, the Arabs themselves don't believe in it or want it.

All answers so far are good educated answers. The racists obviously haven't found this question yet, it makes a change to to have to read through pages of hateful spill.

We are voting for the 2nd time ( Our second parliamentary term) today, so ask me again in a few months and I will tell you how it is going.
There seems to be lot of voting along religious groupings- nothing unusual there I would say as happens everywhere.
The first parliament wasn't too successful as trial runs go. Proved that there is a lot of growing up to be done here; but a lot of reforms were passed and people aren't so sleepy this time round.
Many more female candidates. Will wait and see on that one.
I hope that it works better this time round.I have spent a lot of time pushing it down people throats that they have to use their right to vote. That it gives them a right to complain.
People anywhere get the government they deserve, so we have to wait and see whether we deserve a democratic one.

Democracy does NOT and cannot ever work for the Arab world.
The system is built and derived from centuries of (Bedouin) feudal law based on the elder Sheiks and the laws of the tribes.
The average person is totally dependant on the Sheiks for their livelihood and food and they pay homage to their Sheik.
I have personal experience of Arabs who have lived and married in London for 30 years and are apparently British in every way, who immediately travel back to the ME at a single request of their Sheik and carry out his instructions without question no matter what it is (legal or Illegal) and at no cost.
One of the most important tribes in Iraq is the "Shamari" who are Sunni and also related to the Saudi Royal Family and their tribe reaches as far as Syria and UAE.
It is a complex relationship that our politicians fail to consider or understand.

Waste of time. Especailly in Iraq. They are all brainwashed and told who they have to vote for. All comes down to religion again. As an englishman i think 'why are the americans trying to export democracy'. Or is this just a cover for that liquid black stuff?

You cant expect other countries to evolve a pluralist democratic culture quickly after years of oligarchy. Remember the USA has only been a full democracy from the time they gave women the vote and how long was that after independence?!

forcing them to go democratic will just cause the same problems that democracy caused in Italy after the Risorgimento so ultimately led to Mussolini becoming dictattor of Italy and the same problems that Germany suffered after the Treaty of Versailles made them become democratic and led to Hitler's rise to power, so yer, its a waste of time, if a country has had no experience of democracy it will cause more problems than it solves then that country chooses to let a dictator come to power.

In a culture that historically has been ruled by monarchs and patriarchs...I seriously doubt it. The installation of "democracy" has not resulted in bringing peace to Iraq. In fact, the fighting has become more intense as time has passed.
