The word "blog" is actually a contraction of two words: "Web Log".

A web log is nothing more than a record consisting of anything from someone's thoughts to a detailed collection of supporting documentation on any subject.

A chat room record can be considered a "blog" as well, but is one step removed from the word's primary point of origin.

They are very different! A blog is just like a newspaper column. It can be about anything and everything. I care about them because they are very informative. For me it's like reading a newspaper only about everything you care about. Like friends and family or celebrities, to cooking. Just about everything has a blog written about it. Chat rooms are just places to do exactly that. Chat.

Blogs are rants unless they offer a second deffinition to an already presented fact. Caring about them would only matter if your cult demanded you do so.
