how do we measure intellectual capacity?

I think the best measure of intelligence is the ability to solve difficult problems.

Humanity is faced with many difficult problems. The extent to which we solve those problems will be the true measure of our intelligence, or lack thereof, as the dominant species on this planet.

We don't.

That's the short answer but there are methods like IQ-measurement,but they are biased by the thought that mathematical logic is intelligence.
Capacity and the individual range of intelligence is hard really to do a fair measurement of.
There are the 'day-form',like if you just got dumped by your loved one you are probably going to score low.
Or if you are psychological stopped by do's and dont's in neurotic ways, as we all to some degree, you may be very smart but you haven't possibility to know that or use it very successful.
Its a question if there are ANY stupid humans at all if the development and maturity of a mind on any given point in time is taken in account.

there will be none: the computer has rob all of us in this future. no where to go because the information of desires in lock step methodologies has the market cornered for the correct and most quanitive method of business as usual. so if you were born with the silver spoon, none of any thing is of consequence and it trivial to pleasures now intellectually forming habits are not in the scope of we in Illinois, we are doomed to the idiots in the think tanks, but if you are out there on the west coast or in a climate of great computers and great libraries the last of the final episodes of mans inability to leave man alone was top study until the century turned and the border was the new social security opportunity because we are doomed with all programs by so preconceived plan near 2030 and have nothing here but hot air to live on as the bubble of the middle class is being grilled for lunch as the new empty spot in the future , they got some other country coming for lunch and your being served as cannon fodder, my own fathers second wife took me to Santa Barbara superior court just to be me out of my inheritance so she could stay in California sun and I'm eating crow in Illinois so there is always room for intellect to off set stupid but it hasn't a prayer as a measure of capacity
