As not as hard as everyone thinks. I played college baseball and never threw over 75 MPH.
These young kids saying they throw 70-75 its hard to believe.10-12 year olds probably throw maybe 30-40,12-14 maybe 40-50,14-16 50-60,older boys 70's low,low 80's.

In my league 10-12 pitchers pitch fastballs from 40 mph to 60 mph. Once you become older your arm gets stronger and your knoledge of how to pitch is better. So when you are 13-15 13 year olds may be small and there arms are usually smaller than 14 or 15 year olds. So 14 or 15 year could maybe throw 70-80 mph and that is when you have fully grown. But if you are a little smaller like myself you probably will throw 50- to maybe a very high of 70. Some very rare pitcher will throw in the 90s like in the big leagues and they are usually around 20 years old.

10-12 - Average: 40-60 (I threw 55 at 10, 65 at age 12)
13-14 - Average: 50-70 (I throw 70 now at age 13)
15-17 - Average: 60-75 (Not there yet..)
However, at age 15-17, if you want to play college ball, you should be throwing atleast 80.
I know a 17 year old though, Jack Mcgeary, lives near me. He is #7 on Baseball America Highschoolers, throws 92. 90+ in highschool is a very exclusive club.

im 15 and 1/2, i can throw about 70-75 mph, yu do the math. hope this helps.
