First of all, if you have not received the item how do you know what he paid for shipping?

The seller on Ebay sets the shipping fees no matter what they set if you win the auction then you pay their fees.

Always check the shipping fees before you buy. You can write the seller and ask the fees for sure.

Shipping is something people do not realize takes a lot of labor and materials and so shipping will never be just what the post office charges because there are a lot of ancillary expenses that get figured into a shipping fee.

You would not write to Amazon to want part of your shipping fees back and so don't do it to an Ebay seller.

The problem with Ebay is they have raised their fees so high and tried to push sellers prices down so low; the only way a seller can make a profit is to tack some on to the shipping fees

It is becoming impossible to sell on Ebay and make a profit and Ebay management have only themselves to blame because the sellers have tried to reason with them for years and all they want is money and the do not care about their customers; the Ebay sellers who pay them.

Paypal will not help you with a shipping complaint and you only get 3 Paypal complaints per year. After that they will not be responsible.

Go to Ebay community---Takes you to Answer Center, click on that, takes you to a list , first sign in at top of page, then click on Packing and shipping . Scrool down, read some of the questions being asked. Your same problem might be there. If not, ask your own question. I have learned oodles this way. The people answering you are experienced Ebayers. They know what they are talking about. Good luck.

You can file a complaint with the Federal Trade Commission,E-Bay, the U.S. Postal Service.
The U.S. Postal Service has its own investigators, they will also contact other people who have made purchases from the seller.
If they find that he has done what you say he did,Its the "Go to jail do not pass GO,do not collect $200.00"for him.
