The best neutralising agent for an strong acid is always an strong base . Here, the suitable bases are NaOH , KOH , RbOH & CsOH as Na,K,Rb,Cs have very high metallic character , this makes all these good bases.
Another, good choice can be MOR where M can b Na,K,Rb,Cs & R is an alkyl group . Infact MOR has an excellent neutralising action on H2SO4. THis due high electronegativity difference between O & R group , but in O-H bond this difference is lesser.

Hi this Question needs a little clarification. When you say Best neutralizing agent do you mean to adjust the pH or to simply provide a destruction of the sulfuric acid that does not produce dangerous by products. Sulfuric acid is H2SO4 and any neutralizing hydroxide containing compound will have to have twice the molar concentration of the H2SO4 to achieve a neutralization of the acid. It in most cases will not be complete because it is a polyprotic acid and complete dissociation is not likely without other lab techniques.

NaOH(or)Na2CO3 solution is the bestt neutralising agent for H2So4 because acid is neutralised by base so this is neutralised this can be used in lab accidents afterr the use of alkali uhave to rinse with glycerol so that no burning sensation will happen this is my conclusion.

add some lime water to it this way you do not have to wary about gas (CO3-2) and suger water will neutralizing the acid too.
