Call your City Planner's office and ask their office of what is required to do such a thing.
Land use is limited by zoning laws which are determined by the city. So depends on where the land is and what not . You'd also need a boat load of insurance.

It is a question of "zoning." Typically, today, what we see in most countries is that land is "zoned," which means (basically) that it is categorized for a particular use. So, even if you have an empty piece of land, it is still subject to zoning regulations. Hence, you would have to check with the city/county authorities to see if the "improvement plans" for the land (which you have in mind) would be fully legal.
If it is illegal to build a dragstrip on the land that you have, then any contractor (metal worker, builder, plumber, electrician, carpenter, stone mason, etc.) who participated in building such a dragstrip (including accompanying buildings, facilities, etc.) would also be guilty of committing a crime.

Your argument sounds like: it was OK for the Europeans to murder the native Americans and take their land, therefore it is OK for the Zionists to murder the Palestinians and take their land Neither were OK. If there was nothing wrong with Zionist to murdering Palestinians in order to create an ethnically pure Jewish state (and that was certainly their motive), by the same logic you could say there was nothing wrong with the nazi murder of so many Jews in order to create an ethnically pure German state. The Zionist murder and expulsion of Palestinians is ongoing today. That being said, there is a certain legal principle that says those born in a country automatically are its citizens. The U.S. certainly has this as a law. However, Israel does not, it specifically excludes non-Jews from automatic citizenship. In principle I support the idea that those born in Palestine are its citizens, including the children of the illegal Zionist immigrants. I'm half inclined to say that all those European Jews should have their automatic citizenships, granted only under Israel's racist policy, revoked, and they should go back to where they came from, and as many have maintained their citizenship in Europe or the Americas, this shouldn't be such a problem. However, as they were lured there by false propaganda deliberately put out by the Zionist leadership, I also believe many Jewish immigrants to Israel start out as largely innocent of crimes against humanity and then got drawn into it by more false propaganda, and should be allowed to stay. One should also note: a) native Americans of North America today are equal citizens and can live anywhere, own property as equals, and in some cases their pre-existing rights to subsistance hunting and fishing are recognized. Their numbers are close to what they were before the Europeans arrived. a) not to excuse all the broken treaties and murder, and it's absolutely true that the Europeans also used "scorched earth" techniques to kill them off (e.g. killed almost all the buffalo to starve the plains Indians), enslavement and forced conversion, however, a lot of native Americans were also killed inadvertantly by white man's diseases. That's why so much of the eastern part of North America looked unsettled to the European settlers (the western populations were well on the way to recovering by the time the Europeans got there and started slaughtering them), and there was a lot of land Europeans could settle on, and probably contributed to the European ability to overrun the native Americans.

Better check zoning laws. And noise ordainace and traffic congestion may lead also to your being ticketed if not shut down. Not carrying insurance for such use, say there are injuries this to can cause the cops to interfer. But there is a chance you could get away with it occassionally if you don't have neighbors , losers or injured persons complaining or sueing you. Have a sign a race/play at on risk contract each time could save your butt a lot of headaches.

first you can't just up and do that. as you'd encounter laws like noise ordinance to begin with. plus your home owners insurance would drop you faster than you can sneeze as they would want no part of it. and even if you didn't tell them, once someone got hurt and they tried to sue you, insurance would drop you then for false records.
just because its your land doesn't mean you can do ANYTHING on it you want. if it effects others around you then normally its against the law or some ordinance.
most drag strips were approved and built before any city growth was around them. this is why they are there and also why its rare to see any new ones open up.

It would be considered legal off road racing..
When driving on private property that is closed to the public you can do whatever you want. Just be careful not to get a assault with a deadly weapon, manslaughter, or child endangerment charge. Basically, just be careful and don't hurt anyone and you won't be breaking any laws.

I agree with DW about all the right paperwork, but otherwise... it's your private property. It's only illegal on gov't owned land/roads. And Towns and cities count as government.

I don't know for sure but if it is your land you can do almost anything you want on it - at least as far as building a strip. But you can not violate noise or polution laws. And you can not endanger anyone or any other's property.

print a paper saying you are not responsible for any accidents and have everyone there sign and date it. if they dont sign they dont come in. also post signs around the track saying you are not responsible. its completely legal. the only problem would be noise ordinance. but you said a farm so your good.
