I have created a web forum for yemenis to discuss about things and that... The thing is that i donot have any yemeni contacts, so how do i spead around my web so that i can reach all of them (for free)???

find websites that allow free advertisements...it always works for me. just advertise your site on them. a quick google search should solve your problem

A website called Blurt It allows you to publicize your blog on an active list, which moves. You'll only appear on it for about a day, before you'll have to re-add it, but it might help.
