Conventional osram bulbs uses a lot of electricity (more coal burned - greater environmental impact), whereas coil tubes, tubelights and LED's uses much less energy and in the latter case last longer.
Cape Town has changed their Christmas street lights to LED'd and estimate to save 200 Megawatt!

Hi Pixie. Thanks for your question. Tourism is greatly affected by a country's environmental policies. In the mid-1970's a strong implementation of environmental policies made New York (your current city of residence) a much cleaner and better place and had a significant positive effect on the increase of visitors.

Problem is energy efficient bulbs are more expensive than regular bulbs. It's one thing to expect the government to use these bulbs in public or municipal funded areas. But to put a ban on then all round would be catastrophic. Many people in SA are so far below the income bracket that spending more than R10 on a light bulb makes no sense for them, even if it is more energy efficient and can last longer.
In theory it is a great idea, but in practice it is more difficult than that.
