Well, there may be more solutions here than usual, but the first solution I see is:
(3 L,5 L,8 L)
(0/3,0/5,8/8)
(0/3,5/5,3/8)
(3/3,2/5,3/8)
(0/3,2/5,6/8)
(2/3,0/5,6/8)
(2/3,5/5,1/8)
(3/3,4/5,1/8)
(0/3,4/5,4/8)

1. fill the three from the eight
2. pour the three into the five
3. fill the three again from the eight
4. fill the five from the three which will leave 1 lt. in the three but the five will be full, the eight will have 2 lt. remaining.
5. Pour the 1 lt. in the three bowl down the drain
6. Pour the 5 lt. in the five bowl back into the eight which will now have 7 lt.
7. fill the five from the eight leaving 2 lt behind
8. fill the three from the five leaving 2 lt. behind
9. combine the 2 lt. remaining in the eight with the 2 lt remaining in the five and you will have 4 liters
10. I would pour the full three down the drain so you dont get confused.

I use the following nomenclature: 3 has 2 means 3 liter bowl contains 2 liters of water. The step by step solution is:
Inial condition: 3 has 0, 5 has 0, 8 has 8
Fill 5 liter bowl from 8 liter bowl: 3 has 0, 5 has 5, 8 has 3
Fill 3 liter bowl from 5 liter bowl: 3 has 3, 5 has 2, 8 has 3
Transfer 3 liter bowl into 8 liter bowl: 3 has 0, 5 has 2, 8 has 6
Transfer 5 liter bowl into 3 liter bowl: 3 has 2, 5 has 0, 8 has 6
Fill 5 liter bowl from 8 liter bowl: 3 has 2, 5 has 5, 8 has 1
Fill 3 liter bowl from 5 liter bowl contents: 3 has 3, 5 has 4, 8 has 1
Pour 3 liter bowl contents into 8 liter bowl: 3 has 0, 5 has 4, 8 has 4

u can solve this in 7 steps
1) pour water from 8 lts bowl into 3 lts bowl , so that 8 lts bowl will have remaining 5 lts left in it.
2)pour water from 3 lts bowl into 5 lts bowl so 5 lts bowl will now have 3 lts water.
3) pour remaing 5 lts from 8 lts bowl into 3 lts bowl , so that 8 lts bowl will have now 2 lts water left in it.
4) now fill completely the 5 lts bowl from 3 lts bowl so 5 lts bowl is completely filled with 5 lts water and 3 lts bowl will have 1 lt water left in it.
5)pour water from 5 lts bowl into 8 lts bowl so that 5 lts bowl will be empty and 8 lts bowl will have 7 lts water left in it.
6) now pour water from 3 lts bowl which has now 1 lt water left in it into the 5 lts bowl so that 5 lts bowl will have 1 lts water in it.
7)now pour water from 8 lts bowl which has now 7 lts water in it in to the 3 lts bowl completely so that 8 lts bowl will have 4 lts water in it , and then pour water from 3 lts bowl into the 5 lts bowl so that it will make 4 lts water.

2 Answers :-
1st fill 3 litres full and empty in 5 litres jar. Again fill 3 litres full and empty in 5 litres jar. Only 2 litre will go and exactly 1 litre will remain in 3 litre jar. Now empty 5 litre jar in 8 litres. Fill 1 litre into 5 litre jar from 3 litre jar. Again fill 3 litre more by 3 litre jar so there will be 4 - 4 litre in each 5 & 8 litre jars exactly.
1st fill 5 litre jar full. empty 3 litres in 3 litre jar and 2 litres will remain in 5 litre jar. Now empty 3 litre in 8 litre jar. and now fill 3 litre jar with 2 litres which remained in 5 litre jar. fill full 5 litre jar again. empty 1 litre in 3 litre jar which already has 2 litres. and so there will be 4 litres in 5 litre jar. empty 3 litre in 8 litre jar and it will also have 4 litres.
