Misery loves company, they want someone to feel as low as they do. I just laugh at them for being such a sorry human being.

In this case I would say lack of self esteem and just plain trying to hurt the other person with statements that they know hurt .

Alot of people do it for diffrent reasons. Pain, Pleasure, etc. We all know its wrong be some people are too dumb to notice that they are hurting others.
