Can anybody out there help me learn to draw anime or manga?

There are a lot of books out there that show the techniques of drawing in those styles. Check your local library to see if they have any.

Also, if you do an internet search of 'how draw manga,' you'll get a lot of results of sites that will give you step-by-step instructions of how to do it.
