It's not. Just seems that way.
Cold air on top, warm air on bottom. Clouds form closer to ground.

It depends where you are, levels of pollution, air pressure, cold fronts etc.

It's winter here in Turkey (woolly socks, sweaters etc) but Friday was beautifully sunny. In the Alps, skiing, you need to wear sunblock. Don't be so insular!
