In Bay City: You first go to the Rock and destroy some KGB guys and whatnot. Then you have to go back into the city, destroy the safe houses and some KGB guys walking around. Then you're supposed to go back out to the Rock for something, but I cannot for the life of me figure out what!! I destroyed every building there. I've flown around, walked around and ran around every inch and can't figure it out... what am I supposed to do???

This is a programming mistake. If you have to go back to The Rock, the game glitched, as usual. The end of this mission is actually after you destroy the safe-house is Ginsburg Heights and kill 2 of the KGB that run out. I just reloaded and replayed the mission until it finally ended. The way I did it was to only use the saucer to destroy the safe-houses. Don't use the saucers to kill people You will not get points for them if you use the saucer. The way to get the most points for each KGB you kill is to electrocute them all.
