Redundance is more a sign of confusion or misdirection, but can be stemmed from ignorance. It usually sounds like ignorance if the redundee is wasting your time. :P

No, I wouldn't say that. Not everyone has had the same education. Ignorance is more racist, sexist, chauvenistic, ill bred, and things that cause pain, etc. Redundacy is merely saying the same thing two different ways, often without thinking before speaking.
