In my area labor will go for between $45-$65 per hour. The average tech will charge around $75 per run/outlet if wall fishing or tricky wire maneuvers are required they you can see around $125-$200 per run.
This should include all labor, materials, and cleanup.

Kind of vague, but will try to hit all of the major points:
For residential, your work will start at the demark board. The demark board is where the outside service meets the inside service. E.g, it's where you and the telephone company meet. You will have to install the minimum amount of jacks per code, which is 3 (in my area, yours may differ), the Kitchen, the Living / Family Room, the Master Bedroom, or anywhere else that the plans call for.
It's pretty basic as for installation: drill through the studs of the house (assuming new construction, if remodel or adding an additional jack in an existing house, this whole process changes), place the boxes, run the wire to the boxes, install a demark board, install the punchdown on the demark board (if your telephone company wants to do that), install a conduit to 5 feet outside of the building or to the nearest pull box (whichever your telephone company wants), install a pull string inside the conduit. When drywall is complete, trim & punch the wire, finish the boxes, and punch the wire at the demark. Then, coordinate startup with the telephone company.
Labor rates you should have. Figure .5 MH per telephone jack install, .75 to 1 MH for wire pull per telephone jack, .5 MH per jack for trim, and 2 MH per house for startup & troubleshoot. You should have wire costs as well. Don't forget plates for wire protection at narrow studs (Anything within 1 1-2" of the face of stud).

never heard of bidding..the telco company owns the equipment usually....but an electrician might charge up to $70 and hr plus materials..
