If a country doesn't wanna do something, then it's like a 6 year old kid -- "Make me". The UN doesn't want to make anyone do anything, with the exception of the USA.
The UN said that Saddam had to comply with their rulings "or else." Saddam laughed at them, until the US decided to enforce the UN's mandates. Then the UN turns on the USA. So, guess what, no one takes the UN seriously anymore (if they ever did).

the UN is a neat place for tinpot dictators to send their sons to and collect a handsome salary, angelina jolie, cant do it all on her own you know.
