I would highly recommend Crustaceans it's on Post and California or Thai Long is there other location but it's the same menu. They have the best roasted crab and prawns ever with there garlic noodles. It's simply the best ever no doubt. Crustaceans is very romantic and you can't wear jeans or tennis shoes. Thai long is more casual. Another good one is the Tonga Room it's also very romantic it's inside the historic Fairmont Hotel. It has a small lake in the middle of the restaurant with a live band that performs on a boat, it's very romantic with great food. My last suggestion is the Equinox it's on top of the Grand Hyatt hotel at the San Francisco Embarcadero on the 33 something floor I think, anyway it's way up there and the restaurant moves around it's really neat it's the only revolving restaurant that I know of, you have to see it to believe it. All of the above restaurants are sorta expensive so if your on the lower budget side I would suggest the Rainforest Cafe it's atmosphere is breath taking it's like a real rainforest but the food is mediocre but the atmosphere is definitely a must see also the Elephant bar is about 10 min south of San Francisco in Millbrae and it sits on the water with great views of the Bay. It's a family style restaurant so its not expensive at all. Hope this helps/Good luck!!!

Go to Fishermans' Wharf and check out Bubba Gump Shrimp Restaurant. The food is awesome, especially if you enjoy seafood. This restaurant is very ideal for your age. It's very festive as well. I think your girlfriend will love it especially if you enjoyed the movie Forest Gump! It is in honor of this movie and have everything decorated with Forest Gump memorabliia. It's cool, you have to check it out. The restaurant is right on the pier and you can see the San Francisco bridge and Alcatraz from a distance. Have fun.
If you plan on visiting Alcatraz, the restaurant is just around the corner to catch the ferry. Down the street, outdoor iceskating is available during this season. We did this last year. It was a blast!

I am guessing you want a more romantic setting so the choices reflect that.
Delfina in the Mission District is definitely one of my favorites and not to be discounted. Although people do reserve weeks in advance, it's possible to call in and check their walk up availability. The prices have remained the same from what I remember.

L'Amour dans la fours is a french cafe on Lombard St. I took my wife there for valentine's day and she was very happy. Dark, candle lit, perfect music and decent french food.
Gaylord's at either Ghiradelli or the Embarcadero (the one at Ghiradelli has a great view) is a good place for Indian food. It's a little spicy by US standards, so you have to keep that in mind.

My absolute favorite restaurant in SF is Brandy Ho's in Chinatown. Short order type, true Hunan food. Can order spiciness to taste. Inexpensive, but a fun experience. Happy Donuts next door is yummy for dessert. (They have a website so you can see the menu.)

There is a place at fishermans wharf and I can't remember the name of it... ask around, but its like a circus inside, and the waiters bring you food on stilts. It was a blast.

Any restaurants in North Beach... or to the Cheesecake Factory, but I think it's rather pricey for you both, unless if money's no object, then go for it!
