North or South has nothing to do with it. Humans are the same all around the world. And no you will not be, I think after 2nd cousins, there is nothing to it. But your picture sure looks like I am wrong.

No You are only inbred if your parents are brother and sister Its also illegal to marry your first cousin
Anyone beyond a third cousin is considered fair game( not blood related though)

inbreeding is only up to the 3rd degree. so if they are 4th cousins then it would be legal then.
