When I was a kid, we had a very limited water supply. Here were some rules in the house.
1) Showering - get all wet, turn of water, lather up, turn water back on for quick rinse...and OUT;
2) No toilet flushing for "#1" - only "#2".
3) Use the same soapy water for washing dishes all day. (No dishwasher)
4) To cut down on dishes to be done, use paper plates and disposable plastic ware (can be recyled plastic)
5) Same tooth brushing policy you named.
6) Only run washing machine when a full load can be run.

Outside of the house -
1) No lawn
2) xeriscape plants (native types, can survive without watering between rains and rainy season, once established)
3) NEVER wash down driveway with a hose.
4) Gray-water use on plants (requires use of special kind of soap, dishwashing liquid, and laundry soap that will not harm any shrubs or trees)
5) Wash cars with spray valve that can be turned off at the handle (actually, a car only needs to be washed a couple of times a year - a good wax job, a car cover, and a dry washing cloth or duster can keep the car looking very well).

put a brick in the back of your toilet tank to help displace some of the water. showering takes less than baths, replace flowering plants with colored gravel, no watering lawn that way. make sure your washer is full, dont do just one or two things at a time. make sure dishwasher is full if you use one.

Put quart jugs of water in your toilet tank to displace the water that would normally go down the drain. For each quart that you put in there, that's one less quart of waste water per flush.

If you are trying to cut your water bill, go for it! If you are trying to save water for the world, forget it. Water recycles itself.

short showers
water restricting shower head
full loads of wash/ clothes or dishes
don't wash your car
have desert like yards with succulents that need little or no water
and like my mother said during years of drought: "if it's yellow, let it mellow, if it's brown flush it down........"
