You can try using the Group Policy Editor. Go to Start->Run->"gpedit.msc". Then look though the options to disable items, such as changing the options in IE. However, I don't know if you can do that in XP Home.

For Firefox, go to http://kb.mozillazine.org/Firefox_:_FAQs_:_About:config_Entries To get to the about:config, type about:config in the address bar. This will bring up the list of options. You can then set defaults and disable parts of the browser.
