I can pull the fuse but that turns off the taillights also. Has anyone seen this problem of the running lights staying on? How do I begin to troubleshoot it?

Some of the Subaru's had a small switch located on the top of the steering column between the steering wheel and the dash panel. If there is one there, try turning it off.

if everything else fails,just hook up a toggle switch between the lights and battery.then when you want them on just throw the switch.
