Ebay, Half.com, craigslist.org. Also, if you live near a cellular repair store, or even a reputable pawn shop, check to see if they carry phones. I got an external battery charger after my charging unit fell out of my phone, and since I went to a repair shop, the price was cut in half. Since they aren't with the Verizon company, you still have to call to have it activated, but often they do sell Verizon-compatible phones.
Or wait till your one-every-two upgrade comes around. With my two-year anniversary of signing up, I just had the chance to upgrade, and I was able to get a $200 phone for just $29 out of pocket, since I did it all online. Hope this helps!

Of course! I've never heard of a company that requires you to have them as TV and phone company in order to get a cell phone plan. I think that Verizon Wireless has the best coverage, I've never lost calls or ever had any problems in my 4 years as a customer. AT&T might also be a good choice, but my personal opinion is VW is the best. Also, I'm not sure if this is what you're looking for but when you buy a cell phone, must people will buy it with a contract and you're stuck with that phone for two years unless you want to pay a "termination fee" to get out. You can buy pay-as-you-go phones but they're quite a bit more expensive. For example, the LG Env Touch costs around $450 with the pay as you go route, but only costs $100 when you get a plan along with the phone. Talk with your verizon people, they helped me tremendously when I was first signing on to me. Also, the fee and the your stuck with it wasn't supposed to scare you, you can actually change your phone at certain time periods within your plan. My dad's only had his phone for a year of his two year contract, but he's planning on getting a blackberry and just paying the normal price for it (no fees or high cost). Also, you can always switch your phone out 60 days before your phone plan expires Hope this helps :)

I was just looking on verizon wireless's site. Razrs are BOGO right now with a free bluetooth headseat. It comes to like 50.00.
