Some types of court diversion programs bring low-level criminals, the community and victims together in a therapeutic setting to decide how best to heal the harm caused by an offense. This has proven very effective in Vermont.

Diversion program is an opportunity for offenders to stay out of the court system or having to appear before a judge. Many states and counties have youth diversion programs for youths that are under the age of 18 who have commited minor offenses such as "minor in possession" or shoplifting under a certain dollar amount and etc. The youth along with a guardian appears before a panel of citizen volunteers who hears the case and then is assisgned such things as community service or an educational program. The offender must complete the assignment in order to keep the case from being referred back to the judge. Once completed the case can be sealed after 2 years and a record does not exist.

The most common usage is when defendant in a drug case can seek treatment or take classes in lieu of a sentence to jail or prison. Completion of the program will often lead to dismissal of the charges.
