.
Not sure whether a antivirus like you ask is present or not.
But my advice is just install a good antivirus coz it ll catch the virus whenever it try to get into ur system.
PREVENTION IS BETTER THAN CURE.

AVG has the ability to create a boot CD or floppy disk, but it won't work with Windows NT,2000,XP only 95,98, and ME.
There is the Ultimate Boot CD for Windows. http://www.ubcd4win.com/ It may take a bit to get it setup and burned to CD, but then you can boot from the CD to run an antivirus scan. As far as I know it works with most versions of Windows.

Assuming I'm interpreting the question correctly, NO you there isn't such a thing that is for a decent price.
I'm sure that you can have something similar to what you're talking about but it would be for a hefty price (probably above 50 dollars, and is probably a special CD with one copy). This is of course an assumption, I'd probably recommend just installing a regular program to your computer, because I'm only 10% sure that something like this exists.

An antivirus program needs to be on your pc at all times in order to stop a virus from getting in. If you only run it occasionally from a cd it can't do its job. It might be able to catch one that you have received, but it's better to not let it enter.
Hope that helps.

I use BartPC to create a bootable Windows disk. It has antivirus and anti-spyware along with other forensic tools.
