You can get feeder fish usually for like 25 cents for a certain amount but they're not meant to be long term fish. Get a Betta if you're looking into getting a cheap pet they're like 1-3 dollars and are hardy and easy to keep.

You can get starter fish anywhere you go, my suggestion would be a goldfish, guppies, or a betta. Probably 2-5 bucks, super cheap.

Look for an aquarium club near you. You can often get fish on the cheap from club members.

Any local fish store should have a variety of hardy fish. I'd stay away from breeder fish as they tend to have diseases that might linger in your tank. I have found that platys are a very hardy fish to start with, mine have proven virtually indestructable.
