Russia has always been a country of change. Since the fall of the Soviet Regime, former Soviets have been learning Russian history. There are always those who would like to return to what was familiar, those who would like to return to the ways of Stalin for example. But, there is an increasing awareness of the Romanov family, and increased interest in the history of the Tsars in their own history.
The Russian Government, upon the fall of the Soviet Regime adopted many symbols of the former Tsarist Era as official seals and emblems. The double headed eagle is a prime example.
Only recently, the remains of the widow of Tsar Alexandre III, The Empress Marie Fedorovna were disinterred from her native Denmark and buried along side her husband in St. Petersburg with the full rights of the Russian Orthodox Church, in accordance with her wishes. Public interest was huge, and a public display of her life, and contributions to Russia was met with a warm reception by the citizens who viewed this display.
If Russia were to return to a Monarchy, it would be as a symbol of things past, a purely ceremonial post similar to the power Elizabeth II has constitutionally in the U.K. A positon of power and influence similar to that possessed by King Juan Carlos of Spain or Prince Albert of Monaco would not even be considered. While the people at one point would like to reinstate the monarchy, finding the true heir to the Russian Throne would be far more difficult. Many claim to be the Heir to the Throne, and it would be a nightmare deciding who would sit on the Throne, or inhabit the palace at Tsarkoe Selo. As for the other countries mentioned, the time for a monarchy has passed. Possibly the only other countries who might entertain a reinstatement, would be Greece and Italy as the ex-Crown Prince is a handsome dashing young man who has captured the imagination of many in his homeland. Similarly, the son of ex King Constantine of Greece, Prince Pavlos is handsome, has married well, is very well respected and one day may have an opportunity to return.

Nope. While DNA could find the most likely candidates from their last royalty, the foolishness of monarchs is something the modern world is outgrowing, other than for tabloids they don't serve much purpose, it's better to just elect your leaders. What is arising in those nations is a nationalist party but I doubt even they would support a royal bloodline (unless of course, they got to wear the crown). I've met a guy who claimed to be the rightful king of Scotland, but that country just want's it's independence back, not any royalty.
