The 360 does not have a web browser but does have the ability to play online games with thousands of people. You need to have an xbox live account though which is a 50 dollar anual fee

the software alotted will not allow you to do anything else until a hack team like Team Xecuter comes up with a mod chip or a soft mod that allows you to boot Linux- Then you can do anything, really.
