Besides the "fused circuit for the fan, there is the switch (usualy not the problem), - also the "speed dropping resistor located somewhere within the air stream of the blower - (since it is what cools the resisitor)! It could still run on "high speed" with the resistor(s) burned out, - but it still requires power to the blower motor from the relay, --- relay "default" is supposed to be "high" when relay contacts are good, - (even if relay inoperative)! So you need to check the relay, and see if there is power coming into the plug for the relay!
This is a very complex explinaton, but it isn't really a complex system to check out, -- however keep in mind that you also have wires that could be broken too! It's kind of like a "chain",-- if it breaks along the way somewhere, - it is no longer efective to use!

The fans might have been good but the blower underneath the dashboard is blown. I have the same problem with my oldsmobile 88. Just go to a autoshop and get a blower for like 100 dollars or something.

Sounds like (Clicking) a Bad Fuse and/or Relay that is Bad because of Shorting Wires or Bad Blower Motor! After the Motor has been running for a while does the Blower Housing Feel Hot? "Bad Motor" Replace! Could be the Switch but it Sounds more like the Motor.

There are fuses, relays, switches, wiring, and a blower resistor.
Get it diagnosed by a professional auto technician.

Check the fuse box first. If the fuse is good it could be a bad switch on the dashboard. How did you check the fan?

DO NOT run the a/c if the fan is not running. The system will freeze and cause damage.
