try exfoliating with a toothbrush (feels funny, but it works) then use a balm. Heath food stores have approximately 1 zillion to choose from. I like Burt's Bees - it lasts a long time - and the Kiss my Face brand, too.

drinking a lot of water helps a lot. a lot of chapstick doesn't work for me either, but if you haven't tried burt's bee's try it, it works really well. they make it in mint and honey and even some colored ones but I've never tried the colors so i don't know how well they work. before you go to bed if you have a soft bristle tooth brush but vaseline on your lips then wet the toothbrush with warm water to soften the bristles more then gently brush your lips in a circular motion, this exfoliates. right after that put on a really good chapstick like burt's bees or plain old vaseline for while you sleep. exfoliating allows it to soak in better. durign the day use something like burt's bees if you find that works or try something like blistex. also I think it's called carmex, it's in a balm kind of cup thing, that works well. and remember to drink lots!

Try Cocoa Care's lip balm. It tastes yummy and it makes my lips look great!

Sometimes lip balm alone doesn't work, as you just mentioned.

Try using an old, soft toothbrush or washcloth soaked in water, and gently rub on your lips to rub off flakes. Apply some kind of lip balm immediately.

Before you get into the shower, apply lip balm. This will help keep the moisture from your shower inside the skin cells on your lips.

I hope I helped!

I think chapstick actually makes it worse. Use Vaseline. You can buy it in a little tube about the size of chapstick.

blistex medicated...works great. - but only for already chapped lips. ...and don't lick your lips...it strips them of natural lubricants.
try a little vaseline on them at night only....because using lip balm of any kind all the time also strips the lips of natural lubricants and you will, in a sense, become addicted to lip balm.
