It means that the startup built in test detected a problem. Could be memory.

Unless the HDD (Hard drive disk) is on the outside of your computer or you have an external HDD I think you mean that the computer itself has a flashing green light. This could mean that some parts are loose in the computer (RAM has fallen out, heatsink fell off, etc.). What you can do to test this is try turning it on and listen for beeps. These beeps represent possible errors in a computer boot. One beep means it has passed the POSTS (system checks, basically). Two or more mean trouble.

Watch the light. See if it has a "code" to it (like 4 blinks, or 2 long 2 short). Then go to the web site of the manufacturer of the PC and look up the error code for your make and model. It will explain what the error is. Usually it will be related to the power supply, system board, memory or processor. It is different for every make and model, so can not guess which your is. (Plus you did not list the "code")
