This is a positive statement and it mean to be mainly stress free in most situation and able to not only endure but to get over most thing and not only this but to spiritually present a warm and positive Aura about that others see clearly!

Being free spirited means someone who has a mind of his/her own. They live a life based on their own cultivited values. Its for you to decided if this is good or bad.

It means that they do what they want when they want-they are not tied down by the evryday crap most of us are. It can be bad and good.

Very likely it is a polite insult - much preferable to "flakey" or "nutty."
