Red and blue go well together, as long as the blue is mid to dark navy. It would be a cute retro look if you matched flat red shoes with your blue dress and added a white belt and even white knee socks if you're feeling adventurous! Not everyone's cup of tea, but I think it would look great. :-)

Is the red dark red or bright red? Is the blue bright blue or navy? Is the dress knee length or is it long? It depends and please add more info for better answers.

It depends on the dress, and the shoes. Normally, I would say Helllllllllll no. But , If you are a lil granny, then why not.
