Jammed on or off? If you're in a bind and they're stuck on, then wiggle the snot out of the cables....it'll get you home until you can either replace the cables. If they're not on now, then replace them when you get the chance. By the way, they are most likely the rear left and rear right cables.

Don't cut the cable, don't use oils on the cable out near the brakes, do not get under the vehicle without someone to at least call for help if you get hurt.
Do try to hold the handle or press the pedal to release the brake. Also sometimes if you rock the vehicle back and forth a bit it will loosen things. If this is from sitting a long time, it may take a bit. Sometimes you have to even pull the wheels to break it free. Ask for help if you are not sure how that would be done.

Under the truck, about under the gas filler door, there is a cable. You can try to force the cable to move toward the rear, it will possibly release them. If not the problem is further aft in the cabling system. Just know that when you are trying to 'get slack' in the cable, be sure to release the pedal in the cab!
I've seen many where people just cut the cable and pull the cables slack on each wheel. No more problems with the emergency brake. May not be the right thing to do but it will get you rolling.

try holding the release lever and manually pulling or pushing the pedal or lever, try squirting a penetrating oil on the cable that goes to the back brakes for the parking brake. don't squirt directly on the brakes themselves but where the cable slides in and out of the brake drum or disc. if all else fails you can still drive backwards for a couple of blocks to a Buddy's house or if you are safety conscious about not doing that then a friend i know did that and drove a near by mechanic and he ended up cutting that steel cable in the middle and he no longer had a parking brake but he could drive his car regularly with working back brakes.

do you mean it stuck?if so then see if you got a access hole behind the backing plate.if you do then run the brakes in and take off the drum and see where its sticking.i had 1 do that and it was the cable raveling.if thats what yours doing then unhook it and adjust the brakes back to where they were.

first make sure the cable underneath is not kinked or pinched. Next it sounds like it is stuck within the brakes themselves

put it in reverse and hit the brakes fairly hard. should re lease them.
