Show special care to them, more than a normal friend. But don't scare off the person by overdoing it. One step at a time till you think it is suitable to move a step closer. Observe the other party reaction and act accordingly.

Well that's the problem with being friends first, and then trying to take it to another level, they will not know that you have deeper feelings for them and will take it as you just being friendly.
You just need to increase the attention you show them and don't treat them as "just a friend".

be like i heard you like me! and if he says yea then you say i kinda like you too. then you say so what do normal ppl do when they both like each other! it always works for me!
