When wearing dress pants and dress shoes, with what do you match your socks? The shoes, the pants, or the shirt? Example: When wearing black shoes with gray pants, do you wear gray socks or black socks?

Match the colour of your shoes. That way the sock just disappears from your perception because your eye just perceives shoe. So your pant leg would be part of your outfit, and your sock would be part of your shoe.

If you match the pant colour, your shoes would be stuck out there all alone at the end of your leg, like they didn't belong.

I'd go for a deep charcoal if possible, a little lighter than the shoe, but darker than the pants.
