yes most can but it depends on what you do with them and how hard you work with them if they r in daycare ask the provider to start working with then as well

my son is 14 and a half weeks (almost three and a half months) and he has been lifting his head for over a month. i lay him on my chest on his belly, been doing that since two months, and he started holding his head up. he gets his tummy time now and does great at hoding his head up.

all my children had almost perfect head control from the beginning...
all the nurses were in amazement and commented about my baby girl in the nursery lifting her head to look at the room.

Yes, mine did. I've noticed that baby that sleeps on his/her tummy rather than on his/her back tend to have stronger neck support. Trust me on this one!
