Ice would be a more or less correct answer, however ice is simply frozen water.
So in a sense you're both correct.
And its actually much more complex that that. An Iceberg is basically a floating ice cube broken off from a glacier. Again we're talking an ice structure (say 90-99% frozen water - ie ice) plus whatever bits and pieces of rock, soil, plant and animal matter, etc. that the glacier picked up.
Anyway - an iceberg is ice, which is simply frozen water...

Well it has to be water.... You said what it is made out of so let's start from the begining
Iceberg is a nothing but a pile of frozen ice. So the question breaks down to what is ice made out of?
Ice is nothing but frozen water... so iceberg is made out of water because water is the BASE unit to start out with.... whatever it changes to is the process in formation of iceberg.

I would say that depending on the scientific approach, then
a) you are correct
b) you are both equally correct (or wrong, depending on how you see it)
From a physicist's point of view, it's made of ice, since it is in a different phase (solid), while water is liquid. So in this case, ice is the correct answer.
From a chemist's point of view, ice, water and steam are all just different forms of H2O. So in this case, you are both equally right (or wrong).

i dont think this is a psychological question... did you get to chemistry class yet? water and ice are the same thing.... and so is steam....
if you really want to be technical you could say an iceberg is made out of hydrogen and oxygen...which are both gasses.
