why does the down arrow scroll the page up and vive-versa

The arrows don't refer to the way the page goes, they refer to the area on the page that you want to look at. If you're in the middle and you want to see something at the top, you would click the "up" arrow, which would make the page scroll down.

I think I know what you mean...the down button just changes the position of the screen (in a document with a cursor, if you press the down button, the cursor's position will jump down a line, and up a line if you press the up arrow). I never really thought of that lol
