RICHARD'S ANSWER IS COMPLETELY WRONG AND HE SHOULDNT GIVE ADVICE

IF IT IS USB 1.1 IT IS BACKWARDS COMPAT. TO USB 2.0 YOU'LL JUST GET A LITTLE WINDOW SAYING IT COULD BE FASTER,....

IF YOURE ON WINDOWS 2000 - YOU'LL NEED TO GET THE DRIVERS AS WELL FROM THE MANUFACT. WEBSITE - XP WILL BE A LITTLE MORE AUTOMATIC

Everything cwalker said is correct. Be sure you install the USB drivers for devices before you plug them in. If that doesn't work, go to Device Manager (Control Panel > System > Hardware tab < Device Manager button) and open up Universal Serial Bus Controllers. Uninstall all of the USB Universal Host Controllers, including Enhanced Host Controller if you have it. Reboot and let Windows re-install the drivers.

If your keyboard and/or mouse are USB try moving them from USB port to USB port to determine if the various ports are working or not. If they all seem to work....

Did you install any software for a USB device lately?

If you did, follow this path and uninstall it.

Start > Settings > Control Panel > Add/Remove Programs

then scroll down the list and find the program in question and click on "change/remove" on the right hand side of the window. Approve the uninstall if it asks you to.

Once it is uninstalled, reboot the PC. After it reboots, try reinstalling the software.

Hope this helps.

Make sure your USB port is compatible with the device.
If you're plugging a USB2 device into a USB 1 or USB 1.1 port, it won't work.
Install the driver for the new hardware first, then plug in the new device.
If the port type is right, it should work.
If not, will it work on another computer?
Maybe the device is defective.

I have found when you are installing any new item ,you need to put it where it goes, shut down your computer so it will reset ,then start it back so it will detect you have plugged up something new.
