I've heard of custody battles that involve this. One parent will seek full custody claiming that the rhetoric with which the other parent is raising their child is emotionally damaging. I'm not sure how successful it has been, but I do know it has been used as "emotional abuse."

No I don't think this is necessarily child abuse. You don't have to like everyone. The child will be able to decide when an adult how they feel about the world and its inhabitants.
I was raised in the suburbs of a northeastern major metro area with the country's best schools and hospitals. I was a much loved and well cared for child of wonderful parents. However they raised me with racist views [only pertaining to blacks] as did everyone else I knew. These views were not entirely without basis. My family was from the northside of a really nice steel town with immigrants from all over Europe. Very low crime rate. When the industries shut down, the blacks moved in and they brought crime, violence, and urban decay. There was a white flight to the suburbs. My grandparents were robbed at gunpoint by blacks in their own pub. Their elderly neighbor was robbed and beaten with a board by blacks. My father was robbed and stabbed in his own car by blacks. My policeman uncle tried to stop a black bank robber. Instead of making his getaway, this scum decided to try to murder my uncle with his car by ramming into him. Luckily, instead of a brick wall, the bank's plate glass window was behind my uncle and he survived. My friends and cousins had cars stolen by blacks. There are many other examples of crimes and injustices by blacks upon my friends and family before they moved to the 'burbs but there is a word limit here.
What would your attitude be toward a group of people who suddenly moved into your town that terrorized, robbed, stabbed, beat, stole, and tore up the houses? Sounds like a war zone? Are we racists? It is very easy to not have racist attitudes if the only blacks you ever see are on TV.
No I don't think it is always child abuse. Sometimes blatantly racist attitudes stem from unfortunate personal experiences and are only intended to teach your children self preservation, not hatred.

No but it is sad that it goes on I swear some people should not be allowed to raise kids. Living thru the 50's and 60's I had always hoped that some day we would all know better than to judge people by the color of their skin. Maybe the next generation?

I like to think so, but legally no. I was raised this way, and it took a lot of inner questioning to get my head straight. Hope you're not in this situation. All races are different in one way or another, but inside we all have the same emotions, need for love and acceptance, and all blood is red, no matter where it is shed.....

Morally, yes, it is abuse. But legally, I don't think anything could be done unless the parents taught the children to act violently to certain races, or commit acts of racially-motivated hatred. :(
