It depends on your definition of the terms. If you are going to define the asteroid belt as being between Mars and Jupiter, then "yes" as far as our Solar System is concerned. Considering other stars which may have terrestrial planets, the answer is obviously "no"
In discussing the asteroid belt,though, asteroids can and do move well outside the limits of the Martian and Jovian orbits. Many come well inside Earth's orbit and at least one that I can think of (Icarus) travels well inside Mercury's orbit. So, to be technical, no, not all the terrestrial planets lie inside the asteroid belt.

True. And on your last question, the dude who said the moon was 1/6 of earths diameter because it has 1/6 the gravity was wrong. The mathematical functions describing gravity, mass, density, and volume aren't all linear functions. Moon is rougly 1/4 the diameter, 1/6 the gravity, 1/81 the mass.
