Well, if that someone was under oath and was "giving himself in" I'm sure that they would accommodate the person!
Seeing as how you said that there was a Court involved, they would certainly ask the Bailiff to take the person into custody in order that justice may be served. It would be a time-consuming process of course as are any arrests but I guarantee if you are under oath and admit to a crime (especially murder) then the Court would be obligated to hold that person and begin processing the paperwork.
Anybody who would testify in Court to doing a crime who didn't really commit the crime would then be charged with perjury which is punishable by whatever the State laws allow.
Someone who truthfully, under oath, admits to a crime would be believed as they swore they would tell the truth, the whole truth, and nothing but the truth So Help Them God. So God if your listening, Help Them!!!

Only if he also waves his right to a trial. The sentence can be decided on mitigating circumstances, and he can even try to a plea of insanity, in which case his confession only proves he did it, not that he can be held accountable for his actions.
Also, did he confess without being informed of his rights? Are there little technicalities by which he can be let off the hook to do it again?
It is not likely they would sentence a person and send them away with just their confession. Not once the lawyers get involved.

That all depends. #1 was there really a crime? #2 confessing to something doesn't necessarily mean that it happened. There will be some sort of evidence to prove one way or another. If it's killing someone, there will need to be either a body or missing person, plus DNA and all that jazz. Anyway, why would someone confess unless he/she was guilty?

candian tv showed the inquisitor who murdered hundreds in the name of beleifs was named a saint. so i say send the killers to italy and take away the boats and build a wall in the north and make italy a penal colony for europe like in the movie with kurt russel about LA or something i can't recall at the moment.

No but can go to the police swear out an affadavid that he said that he said them to you. Thet will investigate quietly. What you have is hearsay not evididence (gossip) but it may warrant looking into. Or call crimestoppers in your area and give them everything you know dates etc. answer all there questuins They wii give you reference number to use if you come into more information. The life you save could yours or that of some one you love

No. The police have to conduct an investigation and determine if there is enough evidence to convict him. Then the district attorney examines the evidence and moves toward getting an indictment. basic civics, dude.

No I don't think that is possible. They have to go to court and then the court has to place them in a holding cell until everything is organized, such as what jail they are going to and things like that.

NO it is not enough. Some evidence or proof is needed. Many nutcases confess to crimes.
