small burns are fairly easy to fix.
Tools you will need needle hose pliers, white glue, two-inch nail.
First with the pliers grab the burnt fibre and pull them out (when this is done you should see the backing of the carpet)
Now from the a 1 foot area around the burn pull out fibres one at a time, but not beside each other (you should not notices them missing) this is to get the same colour and wear pattern.
Dip the end of fibre into the white glue and push the fibre with the nail into the backing of the carpet repeat this for each fibre until the burn spot is fill with new fibre.
When the glue is dry you can trim the fibres to match.

Here's how to fix this:
1.) Cut a small sample of your apartment's carpet and go to a carpet store. Buy a couple yards of the same color carpet (some to keep just in case this happens again). Many carpet stores have second-hand scraps that will do just fine.
2.) Look in the newspaper and find a carpet installer/repair person in the classifieds section.
3.) You'll end up paying about $60-100 for the labor and $10-40 for the carpet. Problem fixed! I wouldn't bother telling the landlord, they wouldn't understand. Besides, after the repair job, no none will know but you and the repair person.

It depends on the size of the hole. I made a hole in my carpet in my apartment. It was a fist sized hole so I cut some carpet from the corner in the closet and patched the hole (few stitches and glue). The patch concealed the hole perfectly, and no one noticed anything wrong in the closet.
If the hole is bigger, I would look for a match at a carpet store and patch it. Take a small piece from a corner somewhere and take it to the store to match. It might cost up to $40.
If you tell your landlord then you are definitely going to have to pay. Check your lease or your move in sheet because it should give a $$ for carpet replacement.

No real offense to you or anyone else here, but bite the bullet, take the heat,,, FESS UP,,, gee. Would you want a tenant to lie, if it was your House you were renting to them?
"Negotiation" is a keyword in this instance. You offer to have the issue resolved,,, to the landlords satisfaction, and assume anyway that they may keep all or part of the security when you decide to move on.
Certainly it may be repaired? It may even be the landlord has carpet of that style and color to accomodate issues like this? Assume too,,, for a moment that you, and the landlord might both realize, and believe, you weren't trying to have an open fire pit in your room.
Go to the landlord, without being confrontational, or begging, and as an ADULT,,, take what both of you work out.

you can patch holes in carpet, just cut a circle out of a closet, and patch it into place. if it is small enough, you could technically reglue a few carpet stands into the hole. depeding on the hole size. to patch a larger space, cut out a circle from your closet, lay it over the burn mark, cut around it, so the pacth fits perfectly into the burn mark, go to home depot, and buy carpet tape, and tape it into place, taping it on the underside to the surrounding carpet as well. there are companies that will do this for you also. it works.

Any one who cleans or installs carpet can fix it.
It won't cost $800.
They can take a piece out of a place that isn't so noticeable like a closet to fix it. Or you can try to fix it yourself. Here are some options

trim off some of the carpet, just little tiny pieces, then take white glue, like Elmer's put a small amount of the glue on the burned spot, then add the little pieces of carpet. then pat them down a little with your finger and let dry.

cut a the carpet piece out little extra no biggie go to lowes or menards or home depot go match the color then get floor glue tact it back on the floor try to make it not obvious is the fun part
