it means the website was meant for US folks! we're the only ones who use mm/dd/yy (for dates, Month, Date and Year)
euros use dd/mm/yy
japan uses yy/mm/dd
it also implies you should use 2 digits for each. there is also m/d/y (no leading zeros) and mm/dd/yyyy (four digit year)
we only agree on the date 12 days a century! That is the reason for many wars!

It stands for month / day / year. as stated above. However it should be noted that strictly speaking each of those fields should use are most 2 digits, for example January 1, 2007 could be either
1/1/07
01/01/07
or any other combination. Some programs follow this convention, some require 2 digits, others use the least possible digits.

Month / Day / Year (in two digits) e.g. 02/22/96 would depict 22 Feb 96 and not 22 Feb 1996. For the four digit year, the format would be mm/dd/yyyy.

mm means the month in two digits example: 01 for January
dd means the day in two digits example: 02 the second of the month
yy means the year in two digits: example 06 = 2006
