Take it out with a clean finger or the corner of a piece of material...;

First and foremost, I wash my hands thoroughly with antibacterial soap. I'm vigilant about this, like Ardian Monk, because I know firsthand how much an eye infection hurts!

Secondly, I use a mirror to inspect the eye. If I'm wearing my contact lenses, the foreign body may not be an eyelash, rather my lens has slipped. If not, I remove the contact lens whenever it seems that the eyelash is under or upon the lens itself. (Usually the lash clings to the extracted contact lens and can be removed with a little squirt of saline solution.)

If I can see the lash, I use the tip of my index finger to carefully touch the lash and, hopefully, it will stick to my skin and lift out easily.

When that doesn't work, I close my eyelid and rub across the eye toward my nose, trying to drive the lash into the corner. (I believe that little pink tissue in the corner of the eye is where tears originate and is called the lacrimal sac.) Once there, the lash is easily lifted off or flushed away with tears or eyedrops.

One thing that nearly always works for me is to pull the upper eyelid out by holding the eyelashes, then bring it down and over the lower eyelid. Let go, then blink. The lashes on the lower lid will usually sweep the "intruder" out, whether it's an eyelash or a piece of grit. You may have to repeat this once or twice. (Very seldom does anything get under the lower eyelid.)

blink until it is on the the inside of the lower lid then just pull the lower lid apart from the eye and touch the eyelash with the tip of your finger. It will come out.

I've been successful by licking a Q-tip, then rolling it gently over the eyeball until it catches the lash.
Another method that has worked has been pulling my upper eyelid over the lower eyelid so that the lashes work sort of like a 'broom'.
Good luck

My eye waters until I go to a mirror & remove it. I usually lick my fingertip & use it to remove the lash.
